Down Converting 480p Component

Are there any little devices that will allow you to down convert a 480p signal from a component output to a 480i signal, preferably via component output, but S-Video would work as well?

I've checked several online vendors and have come to the conclusion that you'd need some sort of set top box that has conversion capabilities. Little devices to do the conversion you want don't seem to exist.
