I see why they are concerned. Picture a progress resupply satellte about to dock with ISS. Terrorist sends it command causing a collision. Kills crew and station which is uncontrollable if depressurized begins a one year death watch as it spirals in to a firery de orbit perhaps coming down on someones head.
The command and control equipotement on ISS depends on the station atmosphere for cooling. N atmosphere? No cooling or control. NOT a good design but it saved devlopment money.
