Is it true the only way to play music or view pictures is to have Intel Viiv Technology? Is there no other way?

You do not have to have a Viiv technology PC to use "media share". All 3 of my PC's I have that I am using "media share" with are not Viiv and I have no problems at all. I am using WMP11 on all 3.
