Someone told me that if cable is not availible that the satellite provider must provide local acces free of charge based on the FCC must carry laws. Can anyone confirm this?

Will, must carry ONLY means that if the satellite company carries one channel from a local market, they have to carry all the channels from that market that qualify. See http://ekb.dbstalk.com/19#MC for details.

If by local access you mean public access shows like Wayne's World. No.
