What's on the 99 and 103a sats?

I'm assuming that it's all or mostly all spot beams pointed somewhere else besides the Los Angeles area since the signal strength is very low on every transponder on these two sats except for 3 transponders on the 103a sat. All signal levels are good on the other sats including 103b so I assume that my dish alignment is fine.

At the moment, locals from Spaceway 2 are at 99, and locals from Spaceway 1 are at 103. D10 is parked at 103, however, and poised to add a bunch of new CONUS HD programming, plus (maybe) some spotbeamed programming. D11 will do likewise (more locals as I understand it, however) from 99 next year.
