    I thought this settop box coupon thing was too complex to administer when it was proposed. Now that it's law, the 'Ifs - Ands - Buts' provisos are becoming untenable:

    Why not give everyone a one time $40 tax credit when proof of purchase is enclosed in their tax 2009 return?

    Sort of like the SHVA and the "moving" problem :) .
