They could always add it as MPEG-4 only anyway, regardless if they carry it in HD or not.

Perhaps when the new satellites are up next year DirecTV will start catching back up not just in HD, but in terms of new channels that aren't available at all right now. There are several cable companies that are quite a ways ahead in terms of channels carried, particularly TWC (BBC World, C-SPAN1-3 in HD, etc)

I think both DirecTV and Dish Network chose some time ago not to carry C-Span 3. They both handled the multiscreen brands of MTV, VH1, and BET in likewise fashion. And I think it was to be attributed to the controlling of their costs. An example of this can be made with DirecTV's battle in 2012 with Viacom. As for C-Span 3, I'm not saying it's for similar reasons. It's just that the two companies probably saw an even less urgency.

I doubt you will find that to be an answer DirecTV wants to give.

I would guess the lack of demand for it. Probably no too many people watch C-Span 1 or 2.

C-SPAN's ratings are higher than one may expect. As cable news becomes more polarizing, some people go to C-SPAN just so they don't have to hear the analysis of talking heads. That's not to say C-SPAN 3 is worth the channel space compared to some other channel.
