It will STILL decode MPEG2 SD programming on 110/119 - I had a 4900 of about the same vintage. However - it is rather memory constrained , so the EPG is not much more then now / next.
You will undoubtedly need to get a new purple Smartcard, which Dish will be "reluctant" to do.
On the LNB situation - If you have a complete Legacy Dish500, or a DPP Twin with a Dishpro receiver on it - you can just plug it in. Anything else - you'll need a Legacy / Dishpro adapter (good luck finding them online) and these devices are rather touchy (after I fried the 2nd - I had Dish switch me over to a DP311)
The 3800 & 4800 had a firmware update that was sent out years ago. If your 3800 got that update it is now a 3900 (internally, even though on the outside it still says 3800). If you missed that update you now have a boat anchor.
It will also need the purple G3 smart card.
301/311 are cheap on ebay, they may be less than upgrading your current system.

Connect the receiver to 119W and it will update FW by itself with old card.
I gave up trying with one I had. Then I called for help and the dish tech "unmarried" the card making it useless.
It would update with dummy card like your credit card.
Post your System Info screen shot - I would check stream filter for current FW.
Mine worked up until a year ago when the card readers stopped reading the card. And I had both a 3900 and a 3800 active. THe 3800 missed the update but still functioned as a receiver. Both receivers though, the card readers went out, meaning the screen said insert smart card even though it was allready inserted. Sometimes you could wigle it around until it was situated JUST right to read it, but sometimes that process would take an hour. I taped a 2way splitter to the front of the card one the 3800 so it would bend the card enough that recever would read it They sent me new purple cards for them but I didn't bother trying to fanagle those in the slots, just swapped it for a 301. Still have a 4900 model active and fully functional though. Except for the unusable EPG. If dish ever lets me have a 922, i'll delete it.
