Uh, WHAT local channels do you think are you NOT already getting???
And for that matter, what HD channels are you NOT getting???

Matter of fact, you guys even get that KNLC-24 in HD, which IS a complete waste of (HD) bandwidth; not sure what else you think DISH needs to add - you are doing a LOT better than some other DMA's...

There are 3 other Chanel 9s PBS and 5.2 which is a local radar/weather Chanel. Also there are 2 music video channels that I like to watch now and then.

Those are only sub-channels, & unless a market's "major" network affiliate (ie: big 4, CW, MTN, etc.) is carried via a sub-channel, neither DBS provider is ever going to provide those other type sub-channels via satellite. If you really want those, you're going to need to pony up for an antenna. But except for the Hopper/Joey system, every current DISH HD receiver &/or DVR, has the capability (either built-in or via an add-on cartridge) to tune all those sub-channels, just as if they actually did come thru the satellite. (the H/J is supposed to be getting an add-on OTA module, but they have NOT come out with it yet... )

I'm trying to decide whether to jump to the Hopper and hope they update to the OTA or go with the 722 to replace my dead 622.

Well one thing with DISH...do NOT go with them on ANYTHING (equip, prog, etc.) on the premise (promise) of "it's coming later" - if it ain't here NOW, you have to assume it never WILL see the light of day. ;)
