If this is cable (rather than DSL) upload is nearly always much slower. If it's DSL, don't forget ADSL is a shared connection, the more subscribers the company has, the slower (eventually) you'll be going. SDSL is a single (non-shared) connection.

Check again in less 'crowded' hours... like overnight. The 'guaranteed' speed is never quite usually what it's supposed to be in rush hours. You may also find the guaranteed speed is less than you thought it was. When I was with XO Communications it was supposed to be 384/384. I never got anywhere near that... it was usually 275 down and a mere 65 or so up. Since I run a webserver, the upload speed was unacceptable. I found their 'guarantee' only actually covered download and it was actually only 128. Guess what, I dumped them and went to Earthlink. I now have 512/512 ... and testing at all hours of the day and night it's usually either that or higher. I pay more at Earthlink, but I'm happy to pay for a consistant speed.
