I've never seen a mount like that!
That's a Universal Satellite Accessories mount. They are used extensively in California, and more than up to the task. It's a scaled-up version of a mount we've been using for smaller dishes for years. We had a wind storm in January of this year with 80 MPH gusts in most of the Bay Area, with a few areas over 110 MPH, and not a single USA mount failed.
The DirecTV-supplied super-cheapo mounts that they were supplying for a while DID fail, which is why they "banned" undereave mounts for a while earlier this year. USA's mount has been approved by the California FOM and has been submitted for formal DirecTV approval. I personally prefer the J-mount version for the Ka/Ku dish for most installs, but this one works better in some cases.
