I currently have a 1000.4 dish that points to 129, 119 and 110. Is it possible to add another LNB to that dish that would point to 77? This would put me ahead of the curve as I am not a new customer and not eligable for a new EA install. At one time I thought that a fair amount of programming was going to move to 77.

Sorry, but that is too much of a spread from 129 to 77 ... you would need a second dish.
That being said, you won't need 77 unless your HD locals are going there.

The Dish 1000 and 1000.2 point to 129, 119 and 110 (Western Arc). The 1000.4 points to 77, 72.7 and 61.5 (Eastern Arc). The .2 and .4 versions have an input for a 4th LNB from a separate dish. You aren't missing anything but, as James said, watch for where your HD locals may get added.

I doubt you could call the programming duplication "move", but some locals may end up there.
