dumb question.. should HD locals be in my channel list?

If you have SD locals and turn on HD, then you should get the HD locals. If not, you won't.

He currently has SD DNS locals only. He said he never attempted to get HD DNS locals previously, and you would never get those automatically anyway; you need waivers or to be in a qualifying area.

Since he only has DNS locals, he won't get the actual locals for his area, in SD or HD.
