My older dvr took a dump and I want to see if dtv will allow me to use the old access card in the new replacement receiver. If so, does anyone know if this will allow me to view the shows on my external drive?

No to both questions. DirecTV generally doesn't allow you to move an access card from one Receiver to another. They'll send you a new one for ~$20. And even if you could move the access card, it wouldn't help you view those recordings anyway.

And the new replacement comes with a new access card anyway unless you replaced it with a used model outside of the regular channels.

This is the biggest problem with the external drive implementation.
There should be no reason why you can't use your external drive on a replacement DVR.
Or even moving it to another DVR on the same account.
DirecTV since '96, Waivers for ABC, CBS, NBC, & Fox, HR23-700 & HR24-500/AM21, using ethernet based MRV.
