is it possible to record SD (remote TV out signal) on a HTPC?

if I have the remote TV out from 722 connected to a HTPC tuner card, can I setup DVR recording on the PC using WMP? I want to be able to capture the video feed in a youtube friendly format

No problem. Depending on what your card / cables can do - RF (worst), Composite (better) are both possible. Done it many times.
You CAN put antennas on your owned and/or controlled property...
