Won't stay paused

On the new Tivo unit it appears that the unit won't stay paused on either a recorded show or live TV. I know at the end of the 30 minute buffer it will unpause but it is very annoying that it starts to play seemingly after 10 minutes or so of it being paused. Is this by design on newer Tivo's or something that can be shut off or should it not be happening at all?

Should not be happening.

Several people have reported problems with their live buffer with new machines. A power-cycle has eliminated those complaints.
