Most locals should be back up now, if not all locals.

No need to worry. It was probably just some satellite interference from the flying pigs, since Bakersfield and Monterey's HD locals are actually in test mode.

On a serious note, whatever actually happened I am sure it caused a problem that will prevent my locals from going live in HD for another four years.

It's Michael White's way to show all the locals not to mess with him or he will pull the channel off.

LA locals are still on, but they're CONUS

Only a few of em are on CONUS. We have 40+ locals and 16 in HD, but only ABC, FOX, CBS, and NBC are on CONUS. (And Telefutura/Telemundo I think) Stations like KTLA and KCAL9 are not and are on spot beams.
[Disclaimer] The definition of "soon" is based solely on DirecTV's interpretation of the word, and all similarities with dictionary definitions of the word "soon" are purely coincidental and should not be interpreted as a time frame that will come to pass within a reasonable amount of time.

I am the Stig.

On a side note, a cool future feature for the dvr would be that if it notices there is no signal on an HD channel, it automatically records the SD channel assuming an extra tuner is available.
