Dayton v. Alabama - blacked out

According to http://daytonflyers....tball/schedule/ the game is on Time Warner Cable Sportschannel. I understand DirecTV just added this channel, but a Lakers gane is showing instead? Is Comcast Sportsnet CA and alternate channel for Time Warner? The game is on that channel but is blacked out here in Dayton. Friends with Time Warner are watching the game locally so obviously not blacked out. What is going on? Why the blackout? Do I have to switch to Time Warner to watch these games?

The game is also on CSS.

That refers to the local Time Warner Cable sports channel that airs high school and college sports, which Time Warner only makes available to their Dayton area cable systems. DirecTV added TWC SportsNet which is the Lakers RSN.

Under the Comcast v. FCC case and relevant FCC regulations, wouldn't TWC be required to provide this channel to DirecTV as it would fall under the definition of an regional sports network?

They would have to enter negotiations if DirecTV requested it, but it is just one of many local cable college and high school sports networks out there, many of which have a different feed for each city. Also there would be a technical hurdle getting it since they usually aren't delivered via satellite, many are literally closed circuit operations at the cable system's headend.

(i.e. the local TWC networks in Ohio, upstate NY, parts of New England and Wisconsin, Comcast Television in Michigan, MSG Varsity in the NYC area, Brighthouse Sports in Florida, Service Electric 2 in the Lehigh Valley, Blue Ridge 13 in the Poconos, etc)

ESPN Full Court and ESPN 3 have the national rights to the game, CSN-CA only has the local rights.
