Does the international basic package include the locals? Is it $10/month?

No locals, yes it's $10.

If you don't care about HD you can always get the Smart Pack, every day price of $29.99 plus whatever international package you get of course.

Right, according to the DirecTV service agreement, any international package must be accompanied by the lowest package which is $29.99 a month

Well we're talking about Dish here not Directv. You can get International programming with just the international basic for $10 however if you want locals then yes you need to at least get the smart pack.

Locals ARE in HD in the Smart pack, but even less is the Welcome package, also with HD locals.

I don't think you can get International channels with the Welcome package. When I look up their International programming page it says to chose either International Basic, Chinese Basic or also available with Smart Pack, America's Top and DishLatino packages.

I have international (south asian) + Dish America now. I'm thinking of cutting cost. Can I just keep the Welcome pack (~26 with DVR fees)?

Will it matter if I have the 722 receiver and 1000 Plus satellite dish antenna?

Actually, we have international package and "Welcome Package" which gets local channels and is $19.99. Just downgraded this week from "Smart Pack" which is $29.99. Welcome Package is unadvertised and you have to request it specifically by name. I only stumbled upon the existence of it on a board accidentally. And no, you do not have to be a new subscriber. Lineup is pretty good too, prefer it to Smart Pack although you get less channels.

I thought you could, just didn't know if they changed the rules. Guess not.
