Confused about DISH on Demand . . .

So is the service download and play or streaming? By all actions, it's both. You select a program and it offers download options and then says it's downloading and later you get a pop up that tells you it's done. And when you watch it there is the "Stream Quality Dots" that, I guess, somehow register your connection speed while "streaming" and PQ reacts to the level of dots. So is it downloading for play or streaming?

 

Lately while watching my picture drops (goes black) or looses resolution or get good, audio stays on, and the "Stream Quality Dots" change. Is this indicating that the connection is fluctuating and is affecting video and not audio? Since Comcast did the speed bump last Spring, my service has been all over the place. Then that would be streaming? Because if it were downloaded, there wouldn't be that kind of dropout and no need for the SQ dots. 

 

My curiosity, confusion and concern stems from needing to "help" Comcast fix my Internet service. Just looking for info.

I think it is mostly download and watch vice streaming.  I have 6Mb DSL and can stream from Netflix, Apple and other services, but never is good enough for Dish's.  I think the slowness is at Dish's end and never even consider watching a stream from them.
