I've noticed that when you are on a HD channel (Live or Pre-Recorded) that none of the TIVO sound FX work...but when watching SD channels they do...anyone else experiencing this flaw?

It's not a flaw, it's even explaned in the Audio Options menu. It’s not specifically the high definition channels, it’s all channels with a Dolby Digital audio feed, with Dolby Digital enabled on your TiVo. The sound effects don't work when the content you’re watching is in Dolby Digital.
