Ken Ferree, chief of the Media Bureau at the Federal Communications Commission, said he expects to complete work on critical portions of the Satellite Home Viewer Extension and Reauthorization Act (SHVERA) "in a timely fashion."
Ferree, who spoke before commissioners during their open meeting Thursday, didn't offer specifics on how the bureau will complete its work on SHVERA, which he said will be among the big items the bureau tackles this year. He said the bureau is developing seven different rulemakings concerning SHVERA.
The bureau chief said the SHVERA work will include provisions calling for the elimination of two dishes for the reception of local TV channels, an item targeting EchoStar and its use of two dishes for locals. Other items expected to be part of the work include rules on satellite delivery of significantly-viewed local TV channels to markets outside their home DMA and the offering of digital distant network signals.
Ferree also spoke about the progress of the digital TV transition, including efforts surrounding high-def TV.
In the presentation highlighting Media Bureau efforts, Ferree pointed out that the daily average of high-def programs available by cable/satellite TV and broadcast has grown from more than 50 in 2003 to nearly 300 in 2004. The Media Bureau presentations also showed that HD capabilities for cable passed more than 90 percent of U.S. cable homes as of June 2004, which compares to nearly 60 percent in June 2003.
Ferree also said satellite TV is helping drive higher levels of high-def programming with its own HD efforts. Also, it's expected that the commissioners could soon get digital TV transition details from the Media Bureau.
