Just had a install completed.
Installer states that there is no signal from either 99 or 103.
I stated several times that I believe there is a signal from 103.
I'm only getting a signal on one transponder of the 103 Sat; #22.(88%)
Is this correct for the LA area?

That's right.
Just the one transponder active on the 103 sat and nothing but N/A on the 99 sat for the LA area.
My installer was able to get a 100 signal on the 103 sat. Most of the transponders on 101 are between about 75 and 85 except for the spot beams which are higher.
