No it is not available currently the Seleccion Extra at $29.99 including locals would be the cheapest package that could be ordered and that is expected to go up $3 on March 1st.
You can't. Lowest package used to be called Select Choice. Don't know if it's still available, but if it is it's around 30 bucks a month. You have to ask about it.

Also what if I just wanted to purchase movie channels independent of a base package?

The infrastructure, equipment, software, etc. is a HUGE investment for a company to make to just provide local channel service. So no, there is no legistlation that forces satellite companies to just provide locals.
Similar can be said for purchasing movie channels without subscribing to the basic package that is most likely the "bread and butter" of their operating budget. It doesn't make sense for their business.
