How much does it cost to receive only local channels?

You can't. Lowest package used to be called Select Choice. Don't know if it's still available, but if it is it's around 30 bucks a month. You have to ask about it.

No it is not available currently the Seleccion Extra at $29.99 including locals would be the cheapest package that could be ordered and that is expected to go up $3 on March 1st.:)

There's no sort of legislation in place that requires that local channels must be offered by themselves?

Also what if I just wanted to purchase movie channels independent of a base package?

Normally, if all anyone wants is their local channels, there is a thing called an antenna. I know there are areas where that is not an ideal solution, but if someone is choosing to subscribe to a satellite service, they are usually doing so because they are after more than just local programming.

The infrastructure, equipment, software, etc. is a HUGE investment for a company to make to just provide local channel service. So no, there is no legistlation that forces satellite companies to just provide locals.

Similar can be said for purchasing movie channels without subscribing to the basic package that is most likely the "bread and butter" of their operating budget. It doesn't make sense for their business.
