I used to have Dish Network YEARS ago.. back then you used to be able to pay an "access fee" of $5 a month and have no package. I have an old 301 receiver, could I reactivate my account and subscribe to just HBO and pay that fee like back in the day?

Yes. The fee is now $6 per month for not having a base plan, but you can still do that.

Awesome, can I go month to month? This 301 has a blue card, will I still be able to use it?

You will have to talk to E*. Month to month should be ok ...
E* has been replacing cards over the past couple of years. They will probably send you a new one free (no guarantee, I don't work for E* or make promises for them). I'd just give them the R00 and S00 numbers when signing up and see what they say - without making a mention of the card color. If the card won't work their computers should tell them.
