The PI is for a SWiM, which you don't have.
The low levels are the issue...

Tuners And SWiM channels don't have...

The Green splitter has another circuit [for DECA] that doesn't work with OTA.

DECA losses can be excessive passing through multiple splitters.
More common [I'm seeing ] is 1080p/24
Coax networking [DECA] is 500-600 MHz
SWiM [by design] is above OTA.
If used "correctly" diplexers [like the NAS 9501] can be used with SWiM...
As it uses your house wiring, the wiring can become "the wild card".
I'd bump that up to < 20 Mb/s.
VOD has been 16+ Mb/s
