My wife managed to drop our primary remote (#1) in a glass of lemonade. While we wait on a replacement, is it possible to program remote 2 to work as the primary remote (1)?

Unfortunately, there isn't, but there is a simple work-around.
If you set your receiver in single mode, shared view, your TV2 remote will be able to control the receiver operations from both TV1 and TV2 locations. You will only be able to view TV1 programming on both TV1 and TV2.

In Single mode, it should operate the "combined TV1 & TV2" fine. MANY universal remotes will control TV1 via IR as address 1 just fine.

If you have another remote you can use for TV2 and WANT to operate in Dual mode, the TV2 6.3 remote can be easily made to send IR signals. Remove the battery cover, put your thumbnail between the blue 2 plastic key and the remote housing to remove the key. Turn it over and reinsert so the black UHF shows and the remote will generate IR to control TV1. You will have to make the 6.3 remote match the address that had been in use for TV1 (push and hold Sat, enter the number and #). If you don't know what the TV1 remote address was, use the front panel button to get to Sys Info (or program the 6.3 for remote address 32 - AKA zero - which will control any IR DISH receiver).
