The Family package for $29.99 is only available to customers who are on the "General Market" aka Standard package construct. Regardless of billing system if your bill says something like "Select (All Included)" then you are one of the 3 All Included pricing constructs and can't migrate to the Family package because AT&T never created an All Included version of Family. CSRs can't migrate a customer between package constructs.

    • If you were activated in Q2 2016 with an All Included base package then you are on the "All Included 4TV" pricing construct (all ARS and up to 4 receivers included in price). You can change your package but it will always follow the All Included 4TV pricing.
    • If you activated in Q1 2017 with an All Included base package then you have the "All Included 2TV" pricing construct (all ARS and up to 2 receivers included in price).
    • If you activated starting with Q4 2017 to present with an All Included base package then you have the "All Included 1TV" pricing construct (all ARS and up to 1 receiver included in price).
    • If your bill just has the base package name only (i.e. Select) and you are billed for any applicable ARS fees and TV fees individually then you are on the "General Market" package construct. This is the only group of customers eligible for Family.
That's why the table I create every year around price increase time has 4 different base package constructs and what packages are available in each construct.

The $35/mo price @Tritron is referring to sounds like AT&T's old introductory price for Select (All Included 1TV) prior to August 2019 (the price without any discounts is $85/mo in 2020). The cheapest base package anyone on an All Included pricing construct can move to is Mas Latino (All Included) which will be $70/mo (for the 1TV pricing construct) without any promotional discounts in 2020.

AT&T honestly doesn't sell the older Standard packages anymore but they have the ability to do so. They also don't advertise the Standard pricing construct anymore. This is due to them essentially selling Genies and Genie Minis to new customers. Most of their 3rd party authorized dealers (like Direct Star) and CenturyLink now offer the All Included 1TV pricing constructs packages as well.

TBH for most customers who have 1 HD-DVR (like the Genie) and are on the Standard pricing construct the Family plan would actually cost around $51.99/mo (Family $29.99 + ARS $15 + 1st TV $7 = $51.99).
