Let's say someone had a regular residential account (w/ local channels), & they get a camper that they want to install D-TV on. Can they get DNS on that RV while having the locals at the residential address?

No, the only way would be to have a separate account for the RV

Can the packages on the residential address not merge/share w/ the RV?

The packages are the same with the exception of not having local channels. So it's not a package issue. It's the fact that won't allow DNS on a residential account if locals are available in that area. The only way to get DNS for your situation would be with an RV waiver and it would require a second account.

Overall, would you say it's not that much of a burden?

Getting an RV account with DNS is not a huge burden, but does require submitting the proper paperwork to DirecTV. Also, obviously, it is an additional cost factor, because you are paying for a complete additional account not just an additional receiver. You can suspend that account for up to 6 months when you are not using your RV.
