A friend has an HR54-500 with a P121R3-16 inserter. In the setup, I get message that SWiM not detected. I suspect the inserter, it should have a no load dc voltage of 21volts, I measure 0volts.
Also, do I need that device with that receiver connected to a Slimeline3 with built in swm.

The HR54 will power the LNB. Just make sure if there are any splitters that the HR54 is on the power passing leg of the splitter.

If you are using a separate power inserter, then it must be on the power passing leg of a splitter.
