    In our area, the squirrels and other wildlife are out enjoying the good weather. I'm sure that's why gas prices went up 50¢. But experts in Southern California where prices are over $4.00 say:

    Gas prices will rise until demand drops. Then they will drop slightly and stabilize for a while. I would like to think this is just the free market system working, but I've no doubt there is much collusion between the major oil companies to stay roughly comparable to each other in a particular market.

    I don't believe it's collusion. I do believe we need more refineries in this country. We haven't built one in over 30 years, and the conditions of many of them are horrible! Consequently, when one or more goes down for maintenance, of if there's a fire or something similar, the effect is felt system wide. More refineries would be a big step toward solving part of the problem.

    In one sense, I think it's an unintended consequence, accidental collusion if you will, in California.

    Environmentalists have forced something that has worked well for Chevron, Unocal, and others. No new refineries within areas where tankers can deliver oil. Some old smaller refineries have shut down. The remaining refineries have been permitted to expand capacity some. It gives more control over the market by fewer suppliers. The price trend slowly, but surely rises, with seasonal ups and down.

    The bad news continues. Prices have jumped another dime over the last week. I just paid $3.69, and was lucky I did, because when I got to the destination where I most often fill up, the prices had jumped to $3.75-$3.85!

    Do you think the oil companies are going to spend that kind of money to build a new refinery so they can charge less for their gas? They are keeping up with the demand, since newer cars use lots less fuel, so why would they want to spend money to over supply, which would drive prices down? Only the government would be willing to build new refineries to bring down the cost of fuel, assuming that is the driving reason for the increased prices. I dont see the big oil companies caring one little bit. I also dont see the government building any refineries anytime soon.

    Now 2 1/2 weeks later the Safeway is $3.45 and the good price station (A Valero) is $3.35 Even worse is the Valero used to be .10 splits on grades, IOW 2.79 - 2.89 - 2.99 Now it is .14, 3.35 - 3.49 - 3.63
