That is not a universal requirement for all 18" installations.
I did not want to say it first, but now that you mentioned it, is kind of is. if you look at the DirecTV SPIG it states that you are supposed to run all LNB outputs to the ground block. But realistically speaking, I would agree with you.

So would you say as a whole one won't be cited on a QC if this SPIG recommendation is not followed?
I would say in general QC's are capricous. If you must pass QC's, I find it's far more effective to contact the person who's conducting the QC to nail down their specific interpretation of what exactly is expected rather than trying to convince them what you did is correct based on SPIG. But that's just based on my experience. Your mileage may vary.
