I'm in the same boat. Once the dust settles, I'm going to be moving the HR21 to the media room and fire back up the decommed HR20 for the living room.

As it stands.. if I had the HR21.. I could not get PBS and many other smaller local channels in HD. That's crazy.. not to mention the 7 or so sub channels our PBS offers. Crazy.. not a good move.. unless they give subscribers a choice from now on.

Yes, in fact, when I upgraded to the HR20s (the day after the new channels came up in week 1), the customer rep said they could only get me 1 new HDPVR (HR20) for free (in exchange for my HR10-250), but they said I would have to wait until their new HD PVR "in a few months" to get a 2nd one free. I chose to pay for a 2nd HR20 ($200), and I'm glad I did now. At the time we all thought the HR21 was the "super deluxe" model and so I thought the customer rep was off her rocker.

But now I know it's pretty clear I was being told that HR21s would be fairly easy to get free.

And that, I figure, is the main reason for the HR21. It may only save a little money on costs, but if you're giving the devices away for free, every bit counts. And since cable companies will bring you an HD DVR for no upfront cost, it will be helpful to DTV if they can too.
