Where is my retransmission dispute bingo card? And did't we go through this circus two years ago?

WCVB - ABC Channel 5 in Boston is dark. I'll be watching the Bills game on my Tablo today, and the wife just setup all of her ABC season passes on it.

When I got mine, the last local dispute here, my order never did show up online. The LCC showed up anyway.
I've tried twice now to get an LCC and both times they've told me I'm not eligible. I even asked how much they cost to buy one and I was told I can't get one. WBAL is our local NBC affiliate that Hearst owns.
I've watched Directv since I bought the self install, single LNB dish/reciever kit way back in the mid 90's and this event might be the straw that finally breaks the camel's back. It makes no sense to lose a customer by restricting access to a device that could solve the problem.
Do you have an HS17? It doesn't work with that.
What's the reason they say you're not eligible?
I have an H44 with the hard drive to make it a DVR. I had already checked and made sure it was compatible. The DBStalk first look says its compatible.
All they tell me is "I'm not eligible and there is nothing else they can do". No other explanation. I have Preferred Xtra and subscribe to every premium movie channel except Epix, and I'm not getting any discount on service either. Never a late payment. I should be the kind of customer they want to keep. The Rep even thanked me for my long loyalty when the call started, still nothing.
I'm going to try one last time tomorrow. If it's still a no go, I'll decide what service to go with. The wife thinks YouTube TV will cover 90% of the things we watch and save us a boatload too. Plus with my kid going away to college, she can use YTTV while away from home.
I wonder if the att system doesn’t realize it works with it...
As anyone else missing WBAL been able to order an LCC?

I called yesterday to get one of the LCC’s, and was on the phone for 61 minutes. It was kind of painful but I remained polite. Loyalty CSR was trying to order it from the Upgrade menu’s, when he should have been in accessories.
In the end, my orders and service calls have two LCC’s listed for drop ship at no charge for whatever reason. He also gave me $10 off (+tax) for the channel dispute with Hearst.

AT&T's official documentation is the LCC only works with an HR44 and HR54. From what I'm told when LCC offers are available for agents to order for customers both the AT&T and legacy DTV ordering systems will prevent an agent ordering an LCC if they do not have an active HR44 or HR54 on the account.
The DTV ordering system greys out the option with a message reminding the agent it only works with Genie and to upgrade the customer first. The AT&T system will act like it will allow an agent to order but once they hit submit they get an error advising the agent to upgrade the equipment first.
If you have an H44 w/HDD the only way around this is to have a friend or family member with an HR44 or HR54 order an LCC for you. If they already have one they can say "it was working but now won't" and the usual response is to send out another LCC if all troubleshooting has failed. Since the LCC is customer owned equipment they don't ask for defective ones back. If your LCC quits working while no dispute is going on then they can't replace it until a dispute occurs.
This is how it was explained to me when I asked a friend at the local call center what would happen if my LCC quit working and if my aunt who had an H44 could get one during the Nexstar dispute.
