I think the way the conference sold it to the schools was that having channels essentially dedicated to pairs of teams would allow them to carry all the minor sports. If stuff like volleyball, lacrosse, gymnastics, swimming and so forth had live coverage of all their events maybe they felt it could help with recruiting. It doesn't sound like the coverage was as universal as it was originally planned to be - probably turned out to be a lot more expensive to do that than the conference originally thought. Even on dedicated networks like BTN there are repeats since they don't cover enough minor sports to fill the channel with original content. A school like OSU that has 35 sports could probably fill a channel all by itself if everything was covered, but doing so would be a significant cost. The six networks are already a sunk cost for Pac 12 so they probably don't want to get rid of them, but maybe they've become more realistic about their miminal appeal even to people in the Pac 12 region. Those who really want to see them will be able to stream them.
