I agree for Folk TV specifically. Some others not all that bad.
My eyes are probably as old as anyone's here. I've often thought that makes me less critical of picture quality, but some stuff is bad. Most of the SD on my OTA sub channels is pretty good -- exceptions being obviously poor source and the JA programmers who think they need to zoom to fill your 16:9 screen, cut off heads and crappy resolution be damned! What I've seen so far of dish is pretty good. Whilst waiting for a new 129 capable dish I've sampled the flex package channels in SD.
Here is a list of stations/providers that have Start TV in your area.
Start TV | Where to Watch Start TV
Depending on the TV set you have. Taking an old 480i and moving it up to 1080p, it is going to look poorly. If you watch 480i with an old 480i set, it looks pretty sharp. I bought a Toshiba 720p set some years ago, only a 32 inch and SD looks pretty good on it. My old Toshiba 30" CRT EDTV (480p) it looks even better. There seems to be little incentive for TV manufacturers to have chips in the cheap sets of today that works well on SD. Everyone wants HD, 4K, or whatever and the bigger the better. Also TV sets are made so cheaply to complete that there is no wiggle-room to have special provisions for SD, and few people care. If you watch SD on a TV set that is made for it, it looks just fine as long as the source is good.
