I don't see how the power company installing cable under the street in someone's neighbor's yard is even remotely on topic in a thread about installing a satellite dish on a balcony in an apartment complex. Can you explain how the two are related?

That would be a good idea but you don't want to cover the DirecTV name on the dish. Everyone needs to be able to see that. Keep up the good work.
The key is it is not written it was simply said. That's a difficult one. That needs to be explained. Most people won't realize that, and when they are told its an approval process, they won't know that's illegal. They should have to add in their addendum that they only require written notification, and that there is no approval process. I think they should have to add that based on their past actions.
How about painting a small advertisement of some sort, one that says, "Ask me how YOU can get DirecTV installed in your apt., too!"
That's running the conduit across the street. When Comcast converted San Jose to Fiber Optic I had my Dump Truck working with one of the street trenchers. They used a machine like that so they didn't have to trench across major intersections/streets.

That's not the way I view it, of course. I just look at the referrals as a fortunate consequence of all that has happened.
OK, so today a new resident sees me high up in the clouds on my balcony next to my dish and asks, "Hey! How did you get a satellite dish up there? I was told we're not allowed to install satellite dishes."
"Are they still telling residents that?" I asked this guy.
"Yeah, they told me I had to sign up with their own dish service, that I couldn't install a dish, and when I pointed to your apartment and asked them how come you have one, they told me you were grandfathered and installed your dish before the policy changed to disallow dishes."
Obviously, it appears management here is still spewing this BS to anyone and everyone who asks about a dish. I'm beginning to wonder if that satellite dish addendum to the lease was just for me, and that there's a different one for everyone else, because this guy was told no dish period.
What a bunch of slimy bastards.
Maybe you need to get a sworn statement from him to aid you in your fight in front of the FCC.
If there is a public area where residents can post flyers, I would put up something that says "YES, You CAN Have DIRECTV!"
Or even better, a nice banner on your balcony!
