    each model of TV have own menu's item for OTA scan ...
    take your model from TV's back white label,
    Search in Internet a manual for the model, read it [RTFM :D]

    All you have to do is follow the video --FIRST you have to connect a OTA att to the rear of the TV --then scan the OTA/CABLE --if your OTA ATT is connected it will only show channels that have a signal --if you are scanning and getting nothing --that means you are NOT connected to a OTA / or You can NOT receive any signal because it's not receiving any

    It look like you have selected the CAble input versus the OTA antenna input? Check to make sure you selected OTA input to do the scan.

    It should be one of your input selections.

    Please follow that video instruction and post snapshots here of YOUR TV;

    We cannot help you without knowing the model number of your television or seeing the on-screen menus for ourselves.

    Toshiba has made hundreds of models over the years and Compal (Taiwan) and Hisense (mainland China) have been making Toshiba TVs for the last five years. The instructions vary between models.
    Choose "Antenna", "Air" or "OTA" if you have any of those options. Avoid any that mention "Cable", "CATV" or "QAM".

    If the setting it is on doesn't work, change it to the other.

    Does your TV really ask that or are you just watching the video?

    Did you not read my answer? Do NOT use any setting that has the word "Cable" in it.
