Any of the (non-studio) field broadcasts you are watching on CNN, MSNBC, FNC, TWC, ect.... can and will drop-out/pixelate because the winds are blowing the field up-link satellite dishes out of alignment. This has nothing to do with D*.
If your getting this from your local broadcast station and not a field reporter, it is probably due to tropographic interference. Far away tv stations are over powering the locals due to atmospheric abnormalities. Here it is affecting the local broadcast of WGN. Even tho it is only 25 miles away and has a powerful transmitter, stations from 150 miles are over causing problems.
If this is the problem, you will just have to wait it out. It wouldn't be caused by a hurricane 2500 miles away. A directional antenna may help.

Like to duck in a brief rather off-topic question;
But since the recent posts here have been on TV news ENG, those familiar pneumatic powered extension masts used on TV ENG trucks to raise terrestrial microwave antennas to establish an LOS path to a receiver head somewhere (radio tower, mountaintop, high rise building, etc.) I notice many times what appears to be a robotic camera of some type mounted on a platform on top with the dish antenna or maybe by means of a "z-shaped" bracket, slightly below it.
Thanks, I guess I should have surmised as much, but wasn't really sure if just looked like a camera and was actually some kind of laser pointing device for dish alignment or something. :sure:
