What's up with inconsistent preseason baseball blackouts?

There is no rhyme or reason regarding blackout on spring training baseball games this spring.

For example the Yankee game on Yes on Monday was blacked out. The game today was televised this afternoon but the replay was blacked out tonight.

The Red sox game was televised tonight but the Pirate game was blacked out.

None of these games involved my home teams as defined by MLB baseball for the Extra Innings package.

And please don't spout the line that MLB determines this. If it did, it would apply it a lot more consistently then this.

Blackouts on pre-season games are determined by the team. And yes, they are completely inconsistent.

So how does a decision in the YES boardroom to black out a game get implemented at Direct TV?

Does Direct TV takes the instructions (from YES or MLB for Extra Innings) and program the signal to strart / stop at a given time?

Is someone watching the Extra Innings games to know when the game is over and the signal of the game broadcast should stop?

Or that the broadcast of a blacked out game is completed and the post game show should commence and be available to those with Sports packages?

The common mantra from Direct TV is that MLB controls the blackouts but yet it is hard to believe that someone at MLB is monitoring Direct TV Extra Innings broadcasts and flips the switch or programs Direct TV computers. So it would seem that Direct TV has to have some hand in this in either manually flipping the switch or programming their computers.
