What are these for?

On 103(c) & 99(c) I get in the high 80's low to mid 90's.

On 103(s) & 99(s) I get in the 30's and 40's.

What is the story on this?

103s and 99s carry only spotbeams aimed at different cities for HD locals. If you are not in a particular spotbeam you will get low or even zero signals, it is perfectly normal. In certain parts of the country, people might get zero on ALL the transponders on 99s. Since your 103c and 99c signals are high, your dish is very well aligned.
