Today in clear weather signal drops to 0 for awhile then returns to high 90's even 100. Any thoughts as to why?

No line of sight issues, dish securely mounted, alignment ok when getting signal values are all high and all connections tight.
LNB dieing, Loose Connections, Bad cabling, dieing switch, dieing tuner?

What dish?
Right. Do you perhaps have an AT-9 ("sidecar") Ka/Ku dish with the separate 110 and 119 LNB's interconnected to the 99/101/103 LNB with cables? If so, check the connectors for looseness or corrosion.

Could be defective Receiver. Are all of your Receivers doing this?

Dish is slimline. All recievers in the house affected. Signal loss mimics rain fade in that it comes and goes but only kills 119.

Is your Slimline connected to a multiswitch feeding all of your Receivers? If so, try bypassing the multiswitch and connecting one Receiver directly to the dish. This will rule out a defective multiswitch and help you determine if it's a dish LNB problem.
