Has D* officially removed all programming from the 119 SAT? If so, how long has it been? Where was I?

No, some MPEG2 HD channels are still on there but they will be going away at some point.

Also some markets SD locals will be moving from 72.5 to 119.

Will any 72.5 markets go to 119 or will they all go to 99 or 103 and MPEG-4?

From what I know, all 72.5 markets will end up on 99/103 and Mpeg4.
119 will still have SD locals for some cities, and the Hispanic package.

DirecTV has NO plans to remove "all" programming from 119.

What IS being moved is HD channels; the HD channels on 110 and 119 have been mirrored on 99(c) and 103(c) as MPEG4 HD channels already, and in a few months, the MPEG2 versions on 110 and 119 will go away.

The SD locals that come from 119 will continue to do so, and more may be added. Also, there is speculation (and a very good likelyhood) that the International channels may be mirrored on 110 or 119, allowing a single-dish solution for all programming for most folks.

The TPs at 119 are far too valuable for DirecTV to stop using them entirely.
119 still has SD locals for my area.
119 carries SD locals for Maine, although some residents can't see the 119 from here that easily.
