Yes...

Skip to Tick Forward: Hold the FF button for 3 seconds
Skip to Tick Reverse: Hold the RW button for 3 seconds

Note it isn't a 15 minute "jump" (neither was the TiVo)
There are pre-placed tick marks at 15/30 minute intervals (depending on how long the recording is)

If so, it would be cool if we could train our universal remotes that different IR command so that we don't have to send FF for 3 seconds (seems like a waste to me...)

From what I have been told it is a different IR signal sent.
But until I get the IR code dump from DirecTV... I won't know for certain.

No, that is correct.

You can use:

Hold Forward Advance (30s) for 3seconds to jump to end
Hold Reverse Jump (Top Left from Play) for 3 seconds to jump to the beginning.
