My skip to tick works basically as described. But I've noticed that it will not skip to the beginning or end of the recording. It's almost as if, lacking a tick mark at that point, it doesn't see anything to skip to. Is this right or am I doing something wrong? Perhaps it's a bug with my machine - I don't know.

No, that is correct.

You can use:

Hold Forward Advance (30s) for 3seconds to jump to end
Hold Reverse Jump (Top Left from Play) for 3 seconds to jump to the beginning.
