Recently installed H23-600 (last week). When I turn it on the next evening there is nothing but black screen. No guide data and if I put in a channel number it just says not available 0-0. Then I do a reset (next to access card) and after it receives all the sat data, everything is fine. This is the system I finally got the installers to put up with no signal received on 119. I feel the dish may need to be tweaked but I am getting great pictures since the switch to the mpeg4 last week.

So is this related to the no 119. Is this a case where an SL3 dish is needed?

It's almost certainly because you don't get the 119 satellite, but it is easy to fix. Just set up an autotune for a channel on the 101 satellite (pretty well any of the national SD channels) for very early morning (some time you won;t be using the receiver, 3am maybe) every day. The receiver will then go to the 101 satellite every early morning and get the guide data updated.
