Apartment questions for Dish

Caveat: I'm a Directv user, but I'm posting here for a friend who has Dish. Ok, here goes: He lives in a new-built apt. complex that is wired for Dish. Has a DVR, etc., but apparently can't get locals where he is, which is Madison, Wisconsin. The explanation is that apparently the dish unit on the roof that is shared by the apts. can't or won't do locals.
So how can he prompt Dish to upgrade it? It seems that talking to the apt. complex it is not a very high priority issue for them, so I figured there has to be a way to get Dish to help some of its subscribers...

Dish offers the programming. It is the owner, property manager or in some cases, the resident's association that owns the plant (hardware and wiring). Dish Network can't insert themselves between the management and the residents.

MDU systems are a special breed of dog for both Dish Network and DirecTV. One approach would be to make friends with the property manager or join the resident's association and petition the property manager. If the goal is to be able to DVR the locals, this is probably the best approach.

Many MDU systems have locals diplexed in so at least your friend might be able to watch locals live through the TV tuner (and record digital channels using an HD DVR).
