I live in a rural area and use D*. This past weekend the state high school basketball championships were broadcast in HD but only to Time Warner Cable and Comcast Bay Area customers. I called the state athletic association, CIF, and talked to one of the staff people about the blackout problem. I said that Time Warner could easily solve the problem by providing zip codes out of their coverage area to D* so these codes could be released from the blackout. Was I correct?
