I have seen this blue screen occur frequently with the NBC HD channel in LA. It drives my wife nuts during Access Hollywood. It's usually only a few seconds.
I had thought that it might be a buffer issue, as in the buffer is full and it's busy dumping it, but at this point I've only seen it on KNBC and I saw it last night with a largely empty buffer.
I really suspect the problem is at the station's end, possibly their encoding equipment or rebroadcasting equipment is flaking out.
If you have (1) time, (2) patience, (3) the support of your partner and (4) a TV with PIP you can put the live (OTA) feed of KNBC in one window and the D* feed in the other window. I did this a couple of weeks ago when KCBS was acting up and proved it wasn't D*'s fault. Unfortunately while I have numbers 2,3, and 4 it's hard to find the time.
I do agree with you on the known issues idea. The release notes for this version are excellent (Kudos Earl) but it would be nice to have something concise. Unfortunately it's a moving target. By the time we all compiled such a list, the next update would be out.
