cancel a premium channel during promotion?

I realized that I had been paying for Starz and not watching it since Torchwood had went off the air, so I called in to cancel it and was told by the CSR that it was supposed to be back on air at the end of January and that he would offer me a $5/month discount for 6 months but I couldn't cancel it without a penalty since I was getting it at a discounted rate. Fine, no problem. Fast forward several weeks and a little digging online I see that there is NOTHING saying that torchwood is coming back at all, let alone in a couple weeks. So the question is, can I call in and cancel since I was outright lied to without penalty or do I just keep paying the discounted rate for 6 months to avoid the headache and hassle? Fool me once.....

Just call and cancel. I highly doubt they will impose a penalty as their billing system prorates when you cancel out a premium special. When asked why you want to cancel just say you're not watching it and leave it at that. Don't even bring up the whole Torchwood story and the previous csr. It's tmi and will only result in making the process longer and more likely they will want to penalize you for accusing someone of lying when it might've just been a simple mistake as to when the show was coming back.

He made it a point to tell me when he gave me the discount that I would be penalized if I canceled during the promotional pricing period. I've not had any real issues in the past 4+ years but I'm wondering if this is a little trickery on their part to just nickel a little bit out of people if possible. it's $7.99/month but over the 6 month deal that's almost $50 x however many other people get suckered in and I'm sure it adds up.
